The National Trust's National Main Street Center offers a comprehensive
strategy to commercial district revitalization that has been widely successful
in many towns and cities throughout the country. Highlandtown
won Main Street status in November 2003, and follows the national Four
Point Approach, forming Organizational, Promotion, Design and Economic
Restructuring committees which are staffed and run by community members.
The Main Street program is successful because it is comprehensive and
incremental, mobilizing the community's resources - its people - to create
change and develop assets based on the neighborhoods uniquenesses, emphasizing
quality while building partnerships in public and private sectors.
